Blocked first 3 choices when map vote pops up

Removed "No Vote" option
Make it so when RTV passes a random map will be chosen even if vote fails

No vote option added back (https://www.blackmarke7.org/thread-1351-...ml#pid6481) but random map will still be chosen if no votes were registered
